Is this commuting expense reimbursible?

We have hired folks who live in the western part of the state to do research on organizations in that area. This is long term employment (a multi-year project).

We require them to come into the office (maybe 150 miles away) once or twice a month for meetings. Is this a reimbursible or non-reimbursible commuting cost?

Also, is the time worked time or non-worked time?

I would reimburse and count the commute as hours worked. If they work out of their home 150 miles away on a regular basis, this trip to attend a required meeting is reimbursable. I also consider this commute as time worked for exempt and non-exempt employees.
