New Jersey Family Leave

For those of you in NJ I have a question regarding NJFL. A NJ employee takes 12 weeks of federal FMLA for their own serious health condition for foot surgery. Four months after they return to work they go out on maternity leave. Are they entitled to 12 weeks of NJFL at the time of the birth of the child because the federal leave was for their own serious health condition and now this leave is to care for the child?
