active employment applications

Does anyone have any suggestions on whether 30, 60, or 90 days active retention on applications is better? Our industry (parking lot management) is prone to high turnover. As a result we are always recruiting. We currently have posted in our hiring office a sign that says we will retain applications for 30 days but with the high unemployment in Oregon we are seeing a lot of the same people. We seldom find an employee by going back through the old apps as we probably would have hired them right off.
Also what do you tell people whom you know don't, and probably won't, meet the company's standards so you can "discourage" them from continually reapplying.
Thanks for your help.
