I-9 with a twist need ASAP

We have interns each summer that are paid a stipended during approximately 10 week period of time. My CFO and I are disagreeing on if an I-9 is necessary, since it is not a wage they are earning. Oh, I say yes for the I-9. What do you all say?

Moria: No contest! The HR people always come out on top when the financial types are involved. I hope the financial folks are gone to lunch and don't rtead this though. x:-)
