Unsolicited resumes via e-mail

This is becoming a major issue with me and with some of the other department mangers. Should the other managers forward the resumes to HR and let them respond or do you think it would be acceptable if HR gives the other managers the verbiage to use and let them respond to the e-mail? Our response in this type of situation is that we have no openings that fit your qualifications. What are you all doing? Do you print and keep the resume? Thanks for your time.
