EE worked a couple of hours; didn't fill out paperwork

We had a supervisor hire an employee and had that employee work prior to being seen in HR to fill out appropriate paperwork. The employee worked a total of 2 hours at $5.50 an hour. She still has not filled out paperwork and hasn't worked since.

Of course, we are dealing with the supervisor to prevent this from happening again (actually, this is the 2nd time this has happened with this supervisor). But, how much effort is necessary in tracking down this person in order to pay them the $11 less taxes?

I think I would just cut the check, send it to the ee's last known address via certified mail (just to be safe) and call it a day. That would be my vote, anyway, I'm sure there is someone out there who would disagree.

If you don't have an address because there was no paperwork, I would put a note in the file in case the person ever shows up for their $11, then give them $11 if they ever show up.
