EE worked a couple of hours; didn't fill out paperwork

We had a supervisor hire an employee and had that employee work prior to being seen in HR to fill out appropriate paperwork. The employee worked a total of 2 hours at $5.50 an hour. She still has not filled out paperwork and hasn't worked since.

Of course, we are dealing with the supervisor to prevent this from happening again (actually, this is the 2nd time this has happened with this supervisor). But, how much effort is necessary in tracking down this person in order to pay them the $11 less taxes?
