employee evaluations

We are in the process of having our Department Heads evaluate their employees according to their skill sets and a report must be given to the Executive Director. The Department Directors are not very skilled at this process.

I'd like to help make this process easier and wondered if anyone else has done a similar thing and the easiest way to do it and maybe any articles or references I might be able to give them?
