Personnel Manual vs. Policy and Procedure Manuals

Can someone please tell me what the difference is between our Personnel Manual/Handbook and our Policy and Procedural Manual? And what I should put where? I've always thought that the little handbook is just basically a sampling, and that all the detailed policies (like the form Policy and Procedural Manual provided at HRHero website) go in the Policy and Procedural Manual. Am I wrong? I'm just confused about how much should go in the Handbook itself. [x:-/]
