Foreigners working in their own country

Does anyone have experience employing foreign nationals to work in their own country? Since they are not working IN the United States, I would assume they do not have to have authorization to work in the US - hence, no I-9, correct?

Taxes have to be paid to their own country, also, I would guess. What are other considerations we'd need to take into account?

As a rather small university, we have not actually had this situation happen yet but we have had questions from some departments. Mainly they are interested in hiring a local to either recruit international students or help conduct research which has some foreign connection.

Also, would be legal (and ethical) to hire foreigners to "telework" while their visa application were being processed?
