Submitting Leave Time

Does anybody have any ideas on how I can get our managers to make sure employees within their unit turn in leave slips to me in a timely and consistent manner? Our employees turn in leave slips to me (taken in quarterly hour increments for any vacation or sick time taken), signed by their supervisor. Most employees are very diligent about turning in their time; however, we do have some who "abuse" the system and don't submit the proper increments of used leave time, if at all. The managers are not keeping close tabs either. Thanks for ANY help/suggestions.
