Wage Freeze

Our company has had a wage freeze in effect since July 2001. We are going to end the freeze in November. Our employees are normally evaluated and receive a wage increase on their anniversary date. Some employees received a wage increase in 2001 on their anniversary date and anyone's anniversary date after July 2001 did not receive one.
I am trying to be fair to the employees who have gone the longest without an increase when starting the eval./wage increases. If we do a straight across the board wage increase in November, there will be employees eligible for their yearly eval/wage increase in January 2003 that have not gone as long as the employees in July 2001 without an increase. Has anyone experienced this
situation and how did you handle it.
