Requests to live outside of the state

We are a public employer (municipality) and have a public safety employee who has requested to live outside of the state. The driving time from home to work would be in excess of two hours.
I know that residency requirements, as a condition of employment, are prohibited by Georgia law. But I am wondering about this from the perspective of the employer's right to reasonably call people back to work within a certain period of time.
A couple of questions: Are there court cases in which employers have tried to limit the distance that an employee could live from their workplace? Can public safety agencies require employees to be able to come back to work within a certain period of time?
