W-4 & Safe Harbor

We are preparing a policy requiring all employees to fill out a new W-4 annually to provide possible safe harbor in the event of name/social security number mismatches on W-2's.
Are we able to set any date as to when this annual update occurs, ie. July 1? The end of the calendar year is jam packed already with so many changes and updates. I haven't found any requirements listed that it needs to happen on January 1, but just want to get some feedback if someone knows differently.
