Can an Employment Agency provide the following services without being confused with a staff leasing company:
1. Provide Payroll service for all employees of client under employment agency federal ID number
2. Provide benefits to include worker's comp, medical,dental,vision etc. for all of clients employees under employment agency's federal ID number
Provide these services without the legal liability of being the employer on record?
