Employment

My Question:
I have a client that provides low cost housing to low income families. My client has a policy that states "No Free Rent". Occassionaly they have families that cannot pay the minimum amount of rent required. They are willing to offer another option to the families that cannot pay. They offer the family member a plan to perform light housekeeping duties/yard work instead of having to pay the rent each month. Possbily 20 hours/month of work. This is a plan that is offered to the family, not required. If they want to live there yet cannot pay the rent, they have this option.
My question is, can my client do this? If so, is the family member that is performing the light duty work considered an employee then? If an employee, is the client responsible for worker's comp if the family member is injured while cleaning?
