Regressive Bargaining

Would someone please define "regressive bargaining" as in union contract negotiations?

  • Regressive bargaining is an expression where the employer's offer becomes less favorable over time. For example, over the course of the negotiations, the employer will whittle away on a previous offer and water it down or change it. It's designed to frustrate the bargaining process and the NLRB has provisions for which regressive bargaining is allowed..........it cannot be done purely to stall the collective bargaining process.
