Designated vacations

Does anyone have a policy to share regarding requiring employees at an off-site location to take their vacations when the locations shut down - for instance, food service workers out of work when a manufacturing facility we serve closes down at regularly scheduled weeks each year - 4th of July and Christmas. We want to do this to continue their benefits, negate havintg to file partial unemployment, et cet, et cet, because the majority of the workers had the time but chose to be out other than those two weeks. Would appreciate all comments.
