Keeping Resumes

I've read so much on this matter, but I feel like it's still unclear.

1. Just how long should an employer keep hiring-related documents? I've heard numbers between 1 yr to 3 yrs. Specifically, which documents?
2. How should we deal with unsolicited resumes that never make it to the interview stage?
3. What are the specific laws governing issues of document retention?
