Smoking vs Non-Smoking

We have a situation at our establishment that needs clarification. We are a Casino in Washington State. We have some employees that are on restricted breaks and some employees that are on voluntery breaks. Many of these employees smoke and the employee break room is a non-smoking area. The voluntery break employees, such as security, cocktail person, kitchen staff have grossly abused the privledge of smoking in the specified areas of our customer lounge. They have been warned and reprimanded on numerous occasions however they continue to abuse the privledge. We had to resistrict all smokers to the outside alley. This has caused a hardship amoung the employees who are on restricted breaks since their jobs require that they stay on their feet for as much as two hours at a time and they would like to sit in the lounge in the specified area when they take their cigarette breaks. We need to know if we can legally restrict some of the employees from smoking in a specified are of our customer lounge and require the other employees to smoke outside in the alley. I will let you know that in Washington State the winters can be very cold and wet.

My question was, Can I have two seperate break areas for two seperate employee classifications?
