Background Checks for Water Utilities

Our police department received an offer from the US Environmental Protection Agency to have the FBI do background checks on all employees working in our water untilities to uncover security concerns. There is no phone number to call for additional information, just an email to send the names, SSN, DOB & country of birth for all of the employees involved to be checked. Has anyone heard of this? What kind of release from the employee is needed?

I'm all for a safe water supply but this unofficial looking memo with no name or contact information doesn't seem right and I'm geting pressure from the powers over me to "just do it".
