The Horton Report - Please Help!

A few weeks ago, I happened upon a link to a site that included "The Horton Report" - In this report,Mr. Horton had some great info on conducting investigations - The next report will have info on Assessing Investigation Findings-Finding out what the parties want to see happen. My problem is - I've been unable to back track to this link. Does anyone know where I might find the Horton Report? All searches I've done lead to ....not where I want to go. I appreciate any input.
