Employment Security Audit - Appeal Hearing

The City has appealed the results of an employment security audit. We have a hearing scheduled this week. Any suggetions on what to expect during the hearing, what type of information to take along and how to present it?
The situation is: The Employment Security auditor reviewed the City's 1999 records and said lots of people paid by warrant were actually employees and the City therefore owes unemployment taxes on them. Some are independent contractors and several are kids (age 13-16) who umpired summer ball games. I know what our arguements are, but I've never been to a hearing and don't know what to expect. I'm in Illinois.
