H2B Program

I work for a cleaning company in FL. We recently put in an order for 80 people to come over through the H2B Program. We have encountered a major problem. We were supposed to receive 80 people on one day to cover the busy season. Only 23 have arrived and it has been almost two months. We have already paid for their H2B Visas. What can I do? Can I demand to get the remaing 57 from different contries?

Actually yes, i think it was more a problem with the company that was supposed to get ur workers
if the contract was for 50 ppl, there are many ways to get those 50 ppl you requested,
