Order After Termination Hearing

We are a public employer and just gave a terminated employee a hearing on whether the termination was justified. Is the order from the hearing upholding the termination and stating the findings of fact and conclusions of law a public document? I am the attorney for the public employer and I have checked my state's public records law and cases to no avail.

Our hearing was held in executive session, and the vote has to be public. The public records act in my state only says that personnel files are not public records. So, the question becomes whether an order such as this one is merely part of the personnel file or if it is a public record.

Your thoughts and suggestions would be appreciated.
