Making accountability visible?

This summer we had a situation where our three top housekeepers approached their supervisors because they were frustrated by "slackers" in their department who were not being disciplined.
Of course the situation was far more complex than they realized. There was ongoing discipline happening but it was being done in private.
The old adage is to praise in public and discipline in private. Generally I think that is true. But how do you deal with situations where there is the appearance that NOTHING is being done to deal with problem employees?
So that got me thinking "how do you make accountability visible?"
Any ideas?

One thing I have advised them to do is to be a little more firm with some of the stuff they have let slide in the past. I think if their staff see them holding the line more, they will trust that they are dealing with other problem areas as well.
My other idea was a stockade in our central courtyard....
