It is certainly unethical, but I wonder if it is also illegal to intentionally open another colleague's paycheck without the colleague's knowledge.

Not unless it was sent through the US Postal Service or had a stamp on it and was intended to be in the outgoing mail.

True, but could we stretch it to include a violation of someones 'reasonable expectation of privacy'??

I doubt it. In an employment context, that's a legal term that means one expects that the company will not invade his/her privacy, not coworkers snooping. I don't think it could be illegal unless the envelope were (were sounds stupid) somewhere in the postal pipeline, including the outgoing or incoming mailbox if it's approved by the post office.
