Here QA means setting the policies, guidelines, and procedures. We don't have QC. I would expect QC to be more hands on (checking to make sure it is done as opposed to deciding how it should be done).
For us our QA person is as Nae stated the person responsible for setting the policies and making sure they are followed. Our QC person is the one who physically performs the procedure to make sure we are in spec of said guidelines. QA=Compliance Manager QC=Lab Assistant/Technician
