Fines For Exceeding Room Capacity?

Does anyone know what the penalties would be if an organization that is open to the public exceeded room capacity as designated by fire code? It is obviously a huge liability if there were an emergency and a customer (or employee!) was injured as a result, but what about fines and such? If no one knows, do they have any suggestions on how to find out without raising red flags?

Thanks! I'm in a newer suburb of Tucson. The web site is, well, extremely lacking. Any other ideas? Even examples of horror stories I can share would help drive home my point...
