Does the FMLA cover in-laws?

Does anyone know if Hawaii Family Leave law covers an employee's in-law? Our legeistature just passed a law in which we are required to allow our employees to use their accrued sick and/or vacation leave for care of family members. Does this apply to an employee who needs to care for his mother-in-law?

I don't see anything about in-laws mentioned.
“Reciprocal beneficiaries” are two adults who have significant personal, emotional, and economic relationships with another, yet who are prohibited from marrying, such as a widowed mother and her unmarried son, or two individuals who are of the same gender. (§ 431:10A-601)

does hawaii allow "reciprocal beneficiaries" to get 12 weeks fmla?
I'm not too sure about Hawaii Employers allowing reciprocal beneficiaries to use fmla. However, Hawaii is a very pro-employee state.
