Non-manager in the files?

I feel that this will likely be a stupid question, but here it goes.
I have a supervisor who is expanding the size of his team next month and is hiring from inside the company. He would like to take a look at the personnel files of those he is going to interview (for any previous disciplinary issues). At first I didn't think that would pose a problem, but since these aren't files he would normally have access to (he's not a manager) is this a problem? He will become the manager of whomever he decides to hire and is soley responsible for the interviewing and hiring decision of this person but since he's not currently in a management position it feels not ok.
Thoughts?
