Overtime Payment

Does anyone have policy on timely payment of overtime?. Our corporate office has a practice of cutting off any overtime worked after the 15th of December until the first check in January (pay days are the 15th and the 30th.) This is causing a problem for some employees that say we are breaking FLSA regulations.

I read in FLSA that "normally, overtime pay earned in a particular workweek must be paid on the regular pay day for the pay period in which the wages were earned".

I see that the word "normally" tends to give the impression that exceptions are allowed.

What are your practices?
