Driver Selection Criteria

Would anyone care to share selection criteria you use for employees required to drive for company business? I have been asked to add to our current safety policy, motor vehicle record guidelines, a set of driver acceptability criteria, specifically stating what are the acceptable/unacceptable criteria, and I am concerned with being either too specific, possibly painting the company in a corner for marginal items which could either swing into acceptable or unacceptable, or too generic, and not addressing the key factors to minimize risk for the company.

Any input would be greatly appreciated.
