Bad SSNs

I have read several posts here about confirming SSNs and the mismatch letters. It seems that the majority of you confirm SSNs at employment or handle the mismatch letters when you get them. Here's the question: if you don't already confirm SSNs of new hires, if someone is on a mismatch letter and wants to be rehired, do you confirm the SSN or a new SSN if they give you a new one when they try to get rehired?
