We are in the process of updating our fleet safety manual and have included a post-accident drug testing policy. My question is - if someone is driving their own vehicle for company purpose (expensing mileage)and they are involved in an accident - do we require them to be tested or just require those driving company vehicles?

You still require them to be tested. If they are driving on company business once their insurance limits are exhausted (as primary coverage) then the company's insurance would kick in. You need to look at it as a work related incident, the issue of what they are driving or whose vehicle it is does not matter.
Test all involved in accidents.

You still require them to be tested. As they are on company business, and company time, any injury to them would be considered work comp.
