In a recent issue there was a comment stating that this year the 8 point factor utilization analysis had been changed to a 2 point factor. What are the 2 points that should be used? I am getting close to the deadline and our corporate people don't have a clue. Did I misunderstand?

New federal rules for Affirmative Action plans took effect on December 13, 2000. The changes are far-reaching and should be carefully reviewed by all covered employers.
For instance, as you mention, the factors employers must consider to determine the availability of minorities and women have been reduced from 8 to 2. These are:
1) The percentage of minorities or women with requisite skills in the reasonable recruitment area; and
2) The percentage of minorities or women among those promotable, transferable, and trainable employees within the employer's organization.
